Domestic petrol and diesel prices track the Platts Arab Gulf benchmark for refined products, not raw Brent crude. That benchmark is combined with the prevailing USD/PKR rate to set the Import Parity Price, then statutory levies and margins are added for the final retail rate.

How Official OGRA Fuel Prices Are Determined

Domestic petrol and diesel prices are tied to the Platts S&P Global Arab Gulf benchmark for refined products, not raw Brent crude. That benchmark is combined with the prevailing USD/PKR exchange rate to set the baseline Import Parity Price, then statutory levies and margins are added to reach the final retail rate.

Petroleum Development Levy
Statutory federal revenue charge, the largest single line in the buildup after the product itself.
IFEM
Inland Freight Equalization Margin — pooled nationally so the notified price is identical in every city.
Customs & Import Duties
Applied on refined petroleum cargoes landing at Karachi ports.
OMC & Dealer Margins
Fixed commissions for distribution companies and pump operators.
