How Official OGRA Fuel Prices Are Determined
Domestic petrol and diesel prices are tied to the Platts S&P Global Arab Gulf benchmark for refined products, not raw Brent crude. That benchmark is combined with the prevailing USD/PKR exchange rate to set the baseline Import Parity Price, then statutory levies and margins are added to reach the final retail rate.
All licensed OMCs — PSO, Shell, Total Parco, Attock — sell standard petrol and HSD at the same notified rate nationwide. Only deregulated products like HOBC 97 vary by retailer. See how much of the pump price is levies and duty.
